Why European EP Pricing Varies So Widely

Before reviewing any cost figure, it helps to understand the five variables that determine protective programme pricing in Europe. Each one can move a programme cost by a material multiple.

Team Size and Configuration

A single security attaché — one experienced close protection officer travelling with a solo principal or couple — is the foundational capability level. Each additional operator on a programme adds a daily cost: the officer's fee, their accommodation, per diem, and transport. A six-person detail in Rome for three weeks is not six times the cost of a one-person detail; logistics and advance infrastructure do not scale linearly. But team size remains the largest single cost variable.

Geography and the City Risk Profile

A protected programme in Lisbon or Porto is a different planning and cost environment from one in Rome, Florence, Amalfi, or Marbella. Southern Italy and coastal Spain carry higher operational complexity — more organised criminal activity, denser and more challenging route environments, higher advance planning requirements, and greater demand for local-language staff. Portugal's lower threat environment and simpler logistics reduce the number of advance hours required, which directly reduces cost. Duration

Short programmes — under five days — carry a higher effective day rate than longer ones because fixed advance and mobilisation costs (travel, pre-programme survey work, vehicle sourcing) are amortised across fewer operational days. A three-day programme in Barcelona with a two-person team costs more per day than a fifteen-day programme with the same team. Principals planning to use European protective support regularly are better served by programme-based pricing than by per-diem quotes.

Vehicle Requirements

Ground transport is one of the most significant variable costs in European EP. The standard vehicle complement for a Velatura programme — BMW 7 Series or Mercedes S-Class as primary, Range Rover Sport as follow — runs materially less per day than an armoured vehicle requirement. Armoured vehicles (B6 or B7-rated) command a premium in daily hire cost, require more specialised drivers, and are operationally limited in the narrow historic street networks of central Rome, Florence, Seville, and Lisbon. For most civilian European programmes, the additional cost of armoured vehicles is not justified by the threat assessment; it is justified only where a specific, kinetically oriented threat has been confirmed.

Advance Planning Depth

Advance work — route surveys, venue pre-clearance, accommodation security assessments, medical facility mapping, emergency extract planning — is billed separately from operational days or absorbed into the programme fee depending on the firm's structure. For a fifteen-day multi-city itinerary through Italy, Spain, and Portugal, advance work is a material cost component. For a single-city three-day programme with fixed accommodation and a simple itinerary, advance requirements are minimal. The complexity of the itinerary, the number of cities, and the number of unique venues on the programme determine the advance investment required.

What Each Capability Level Costs

Four capability levels are relevant for UHNW principals travelling Italy, Spain, and Portugal. The cost ranges below reflect the European market for experienced, vetted close protection officers — not hotel security referrals, not app-dispatched personal safety drivers, and not the lower-cost offerings prevalent in the sector that do not survive verification of credentials.

What Drives Costs Higher — and What Reduces Them

Several programme decisions consistently move the cost envelope upward. Understanding these in advance allows a principal's team to make informed trade-offs.

High-Season Demand

July and August in Italy — particularly the Amalfi Coast, Lake Como, and Sardinia — represent the peak demand period for experienced bilingual close protection operators in Southern Europe. Demand from ultra-high-net-worth families who summer in these locations creates a supply constraint on the highest-quality operators. Programmes planned for July–August in Italy should be contracted at least sixty days in advance. Programmes planned on shorter notice in high season may require an operator upgrade fee or face a reduced quality ceiling on available staff.

Armoured Vehicles

As noted above, armoured vehicles command a meaningful premium over standard executive vehicles. In most European civilian urban environments, this premium is not justified by the actual threat. The exception is where a specific assessed threat is kinetically oriented — a known hostile interest, a business dispute with a party capable of organised violence, or a principal with a documented targeting history. Outside of that narrow category, a high-quality executive vehicle operated by a trained close protection driver with a second vehicle in formation is the operationally superior — and less expensive — choice.

Local Language Capacity

An Italian-speaking close protection officer working in Rome has a materially different operational capability from one relying on a translation app. The ability to manage a civilian interaction without a language intermediary, to communicate with hotel security staff, to handle a minor incident with local authorities before it escalates — these are not cosmetic capabilities. What Reduces Programme Costs

Programme cost is reduced by simplicity: fewer cities, fixed accommodation rather than multi-property moves, an itinerary built with route management in mind rather than maximum access, and a principal whose movement requirements are predictable. Longer programmes amortise advance and mobilisation costs more efficiently. The most cost-effective Velatura programmes are those where the advance work has been done properly in the pre-programme consultation and the operational footprint is designed to match the actual risk, not to over-protect a low-risk environment.

A meaningful protection quote requires — at minimum — the following inputs: destination countries and specific cities, programme duration, party size and composition (principals, family members, staff), known itinerary elements (specific events or venues that introduce exposure), and any existing threat context. Without these inputs, a protection provider can only quote against a generic assumption, and generic assumptions produce quotes that don't survive contact with the actual itinerary.
